The Bureau of Corrections, a significant component of the Philippine Corrections System, is primarily tasked to preserve peace and administer justice imposed by the Courts of Law through effective safekeeping and rehabilitation of national prisoners in preparation for their eventual reintegration to the mainstream of society.

As Officer-In-Charge, I firmly believe that a total reform of the existing penal system deserves immediate attention to address its present ills. Truly a re-engineering effort must be implemented utilizing its defects as candles of opportunities to lighten up the way towards achieving a meaningful reform in the country's Prison System.
